Registered person in India purchase goods from Singapore and orders the Singapore company to supply the goods to ex. Saudi.
Saudi company makes payment to Indian company and there after Indian company makes payment to Singapore company.

Supply of goods form a place in the non - taxable territory to another place in the non-taxable territory without such goods entering in to India . Activities or transactions shall be treated as a neither supply of goods nor service .
