Well, In my opinion, Form 18 is an intimation to ROC (as change in within local limitis) and effective date of change in regd. office will be the date of passing of resulution.

Old Office shall be the registered Office till confirmation from MCA is received of Form 18.

Until the Board passed Resolution in a duly conveyed Board Meeting, the registered office would be OLD one. From the date of passing such resolution the Registered Office is deemed to be changed.
The company has to inform the ROC in form 18.
Therefore, till the date of such Board Meeting the registered office would be Old One. And after that meeting the office would be changed.

Dear All
The purpose of form 18 is to intimate the ROC about change of registered office and for updation of ROC office (which is publicly accessed). No approval is sought by filing Form 18. The company may file the Form 18 on later date after passing of BR by depositing additional fees. Filinf Form 18 on later date does not stop you treating your new office as registered office.
Therefore the effective date for change of regsitered office in case within local limits, is passing of BR only.

True, the Registered Office change will be effective from the date as specified in the Board Resolution (may be, even after the date of passing of the BR). But in ROC records the old office address will only remain till Form 18 gets approved and prefilling column also will bear the old address only till the approval of Form 18.

The old registered office will the registered office of the company untill form 18 is filed with ROC.
But the above question is of minimum practical significance because Board Meetings can take place any where in India or outside India subject to that necessary quorum is present pusuant to the provision of sec 287.
