PF

When a Private PF gets approval of Chief CIT/CIT it becomes an Approved PF. But now(as stated in Finance Act 2005 and extended till date) there is a requirement for all the Private PF to get a certificate from the PF Commissioner Govt. which declares that their PF is not in anyway less beneficial to the employees than the Govt. PF.
So my question is are only Govt. PF recognised or the Private PF which was approved earlier by the Chief CIT/CIT also approved even if they do not have the Certificate from the PF Commissioner govt.???
