petroleum dealer receiving dealer margin, Incentive form Indian oil corporation whether such dealer margin Incentive are taxable under GST ?

In petrol pump gst is not apply on sales of petrol and diesel hence any incentive getting from this is not taxable as they are non taxable
but in petrol pump gst is in lubricant hence incentive on lubricant is applicable for gst so it is taxable
