if my turnover is 1 CR In exempt goods, is it compulsory to take registeration under GST

No need. plz refer sec 23 of CGST Act. A person dealing in wholly exempt goods or services is not liable for registration

Wholly exempt does not include any small receipt covered under gst act or transaction of vehicle etc

if you are exclusively deal with EXEMPT SUPPLIES then no registration is required irrespective of turnover . ( Sec 23 )
