whether per diem received outside india to the person who is resident of india is taxable in india?

Yes, savings made out of the Per diems received is taxable for a Ordinary Resident

In case amount received there and also utilized there (foreign) whether any requirement to show such amount in ITR?

If entire amount is spent then there is no requirement to show it in ITR. Still someone else can also confirm on this
