If your total income is below 5 lakhs then late fee of 1000/- under 234F is charged.
There are different views also that income is below taxable basic limit you don't have to pay fee under 234F.

The basic limit of year 2019-20 is 2.5L
you can file your return without any penalty. because when section 234F is levied thn you can not claim 87A rebate.
