penalty u/s 234F

We are filling return for the A.Y. 2018-19 of non-taxable income. the portal shows penalty u/s 234F of Rs.1000, whether penalty is liable for non-taxable income

What do you mean by non-taxable income?

Whether it exceeds 2.5 lakhs?

Whether filing of return is madatory in your case?

if your gross income before deductions U/s 80c is more than 2.5 lakh you have to pay Rs.1000 penalty

if gross income is less than 2.5 lakh then no need to pay 1000?

No penalty under section 234F attracts if income is below the basic exemption limit (i.e.,2.5/3/5Lakhs)

section 234f reads as below

Without prejudice to the provisions of this Act, where a person required to furnish a return of income under section 139, fails to do so within the time prescribed in sub-section (1) of said section, he shall pay, by way of fee, a sum of,—

so if the person is not required to file Return Of income and if he files a return of income declaring gross income below taxable limit, then 234f will not attract. this is my opinion, correct me if I am wrong
