After 31 Aug. the CBDT has imposed a section for late filling for which one should pay minimum penalty 1000. is there any loophole to get relief from that? if my income is not taxable but need filling.

yes my income is below 2.5 but yet when I filling the form it is showing penalty ₹ 1000..
