Is a person filing nil tax return is required to pay penalty of ₹5000 u/s 234F?

As per section 234F if the total income of the assesse doesn't exceed 5 lakhs in such case the fees of RS.1000 will be charged instead of RS 5000. As per Ur question their is no requirement for an assessee to file a return hence no fee will be charged. Hence don't file the return of the income of the assessee is NIL or below 2.5 lakh
