penalty

in September 2017 I obtained GST registration voluntarily. due to technical reasons I cud not file 3b. the problem was sorted out in march 2018. when i filed 3b for october 2017 it accepted but filing is denied for demand of penalty for late filming of return. though i am nowhere st fault for such delay. fad up with the portal problems i surrendred regn in april 2018. which has not been accepted so far. there was no business between date of registration to April 2018. now I am willing to reapply for regn. is it possible. I am not willing to pay penalty for late filing of return have no business. pl suggest
