A dealer purchased kerosene from IOC, the same goods are sold to PDS holders. It is taxable or not under GST ?

In term of Circular 80/54/2018 GST, read with AAR West Bengal:
Supply goods from IOC to Fair Price shops/PDS distributor is Taxable & GST is applicable .
Yes Supply by fair shops/PDS distributor to Ultimate consumer is Exempted.
