Payment of service tax

Dear Sir, Kindly help us by clarifying who has to pay the Service Tax when a transporter executes the job by transporting the goods from Bangalore to Kochin, Wheather Consigner, Consignee or Transporter and what is the rate of Taxation if CENVAT is claimed and if CENVAT is not claimed? Wheather Transporter has to collect the Service Tax & Pay or Consigner/Consignee need to pay directly to the department. In the event of the Service Tax payment wheather Transporter has to pay the any portion if the Service Tax? We request you to clarify the above the matter, since our customer has some doubt/confusion about this matter.
