Our C.A. raised bill of Rs. 4500/00 without charging GST. please let me know whose liability for payment of gst. we are dealing wholly exempted item.

The service of CA is not covered under RCM, hence you, being recipient, have no liability to pay gst on such amount. That CA may not be registered under the Act, hence didn't issue tax invoice to you.
