Yes. Unless you make payment and offset liability, you would not be able to file GST Returns.

Yes... Before filing you ll be pay your liability then only you can offset....

Can we offset Output Liability with Input credit in GST.

Yes you can. While offseting liability it will show you balance you have in credit ledger which is eligible for set-off.
