Payment Made to Individual for supply of labour on per person basis, which is unregistered in GST, is laible to GST, if Yes please provide service code and rate of tax.

'998519' GST rate 18% to paid under RCM as the supplier is URD.
What will be the situation if supplier is registered ? It will be Forward charge or Reverse charge ?
