can we take deduction of partner remuneration this year f y 17 - 18.

Yes, when income is offered under normal assessment scheme.
Not allowed for deduction in presumptive assessment.

Yes, always whenever income was assessed under normal scheme.
For presumptive assessment it was allowed to be deducted till AY 2016-17.
