please suggest can a shareholder transfer his/her share partly as a gift?

Yes, a shareholder can transfer any amount of their shares as gift by executing a gift deed and share transfer deed.

If a shareholder holding 1000 shares then firstly need to split the share certificate and then can transfer the partly share by way of gift to spouse.

Well yes, first a letter to be sent by shareholder to Company asking for certificate split. Then Company shall pass a board resolution and issue new certificates in the proportion required. Then execute the gift deed, SH-4 and present to the Company for registration of share transfer.
