Yes, Minor can have a PAN but the procedure is following--
1. A Minor can't make an application for allotment of PAN otherwise through a representative assessee.
2. Details of representative assessee as required in the Form 49A is to be filled.
3. ID & Address proof of the representative assessee has to be submitted.
4. The Application in Form 49A (new) is to be signed by the person in the capacity of representative assessee.

Whose photo has to be affixed in the application form 49A. Minor or the Guardian.
Suppose a father applies for his minor son's PAN who is 15 months old, and PAN is issued. So the child's photo will be affixed till he attains majority -- can the photo be changed after he attains majority ?

after attaining maturity, the PAN should be reapplied for modification of card. At that time, you have to submit the then photos with proper proofs.
