yes a minor can apply for pan card but the form should be signed by his guardian.

Yes Minor Can Also.
In case the PAN applicant is a minor, any of above documents of any of the parents or guardian of such minor shall serve as proof of Identity;
In case the PAN applicant is a minor, any of above documents of any of the parents or guardian of such minor shall serve as proof of Address;
Also note that Section 160 of IT Act, 1961 provides that a non-resident, a minor, lunatic, idiot, and court of wards and such other persons may be represented through a Representative Assessee. In such cases, application for PAN will be made by the Representative Assessee.

The youngest PAN card holder was just 7 days old baby, when she was allotted PAN.

Yes,as PAN can be issued to any citizen,irrespective he/she is a minor or major.

An individual already had PAN before 10 years and now it is lost. Can we apply again. Any consequences because of 2nd PAN.
