Yes, Why Not?
Definitely it can be issued to a minor also. Nothing Pobhits from doing so!!!!!

Yes ofcourse minor can have a PAN card but guardian have to sign PAN application and in place of photograph it should be written minor instead of photo.

yes a minor can have a PAN. But there wont be photo. My colleague had PAN when he was minor.

PAN Card is permament Account number with Income Tax department. This is the reference number against wich all communication relating to tax matters carried out. This is a combination of numbers and alphabets representing your complete biodata.
All persons who are assessible as assessee are liable to have a PAN card.
A minor under Income Tax Act is also assessable for his income. but His income is included in his parents Income. So a Minor is not required to file return for his own. Thus he is not required to have a PAN number.
But the minors deriving Income from applying any skill, will not be included in parents income. Hence he can have his own PAN number

Yes,Can be issued to any citizen,irrespective of whether Minor or Major.
