PAN card can be like in the Name Gurpreet Singh which will be of Individual or Properitorship,
if gurpreet singh is creating HUF then it will be Gurpreet Singh(Karta) which will be of HUF,
If gurpreet singh is establishing partnership businees the PAN will be in the name of Partnership firm not in the name of Gurpreet Singh ...
As per my opinion apne naam par nahi banva sakta ...

No a person can not have two pan cards in any case.

PAN CARD IS ISSUED PERSON WISE NOT STATE WISE....
IT MEANS ONE PERSON CAN HOLD ONLY ONE PAN CARD OTHERWISE HE/SHE IS LIABLE FOR PANELTY

A person can hold only one PAN Card, if he hold more than one PAN Card at a time.He will be punishable as per the Income Tax law.
Change of state does not affect importance of PAN therfore single PAN valid for all financial activities in all over India.
