  2 Matriculation certificate
  3 Degree of a recognised educational institution
  4 Depository account statement
  5 Credit card statement
  6 Bank account statement/ bank pass book
  7 Water bill
  8 Ration card
  9 Property tax assessment order
  10 Passport
  11 Voters Identity Card
  12 Driving License
  13 Certificate of identity signed by Member of Parliament or Member of Legislative Assembly or Municipal Councilor or Gazetted Officer.
 
Proof of Address   Copy of any of the following
  1 Electricity bill*
  2 Telephone bill*
  3 Depository account statement*
  4 Credit card statement*
  5 Bank account statement/bank pass book*
  6 Rent receipt*
  7 Employer certificate*
  8 Passport
  9 Voters Identity card
  10 Property tax assessment order
  11 Driving License
  12 Ration card
  13 Certificate of address signed by Member of Parliament or Member of Legislative Assembly or Municipal Councilor or Gazetted Officer.
    * documents submitted as proof of address for serial numbers 1 to 7 should not be more than six months old from the date of application.

Hello Experts,

Dear All. I believe there is change in the rules for apply new PAN. As per the new guideline, it mendatory to submit the proof of DOB.

Now, I want to apply for PAN card of my mother. We do not have her Proof of DOB as she was born in 1958. We have her Voter ID, Ration Card and also Aadhar Number. While apply for Aadhar we have mentiond her DOB: 15.08.1958 and Aadhar shown birth year: 1958.

What should we do now as new rules make it compulsory to have Proof of DOB?

Also note that she do not have any record of School Leaving Certificate too other wise we can use it as a proof of DOB.

As part of its drive against fake Permanent Account Number, the Income Tax department is considering making proof of date-of-birth mandatory for issuance of PAN card.

"The department might ask for proof of date-of-birth for issuing a PAN card. Ration cards and rent receipts might no longer be accepted as proofs of identity and address for issuance of a PAN card," sources in the finance ministry.

The Income Tax Department has made changes in rules for issuing Permanent Account Number (PAN) Card. It has vide notification S.O. 3794 (E) dated 23.12.2013, amended Rule 114 of the Income-tax Rules, 1962 to provide , inter alia, that the application for allotment of PAN shall be accompanied by proof of date of birth of the applicant in addition to proof of identity (POI)/proof of address (POA). The notification has also amended the prescribed list of documents which can be furnished as POI/POA and Aadhar Card has been included as one of the POI and POA document. The number of PAN Card holders in the country as on 17.2.2014 is 20.24 crores. So far, 9.73 lakhs PAN have been issued where Aadhar has been captured and seeded in PAN database for maintain uniqueness. Identification of bogus/duplicate PAN Card is an integral part of the data management system. In order to ensure that bogus PAN cards are not issued, the Income-tax Department has started capturing Aadhar number, as mentioned in para above, in PAN application forms in cases where it is available so that the additional uniqueness is brought in PAN allotment process.
