Packing charges in get invoice

Hi .....
one of our customer quoted packing charges say 1 %..in the purchase order on total taxable value...
we are selling two different tax rate products to them  (12%  and 28 % )...
now at what rate I have to considered packing charges ( on total taxable value )...
