can a composition dealer now opt out from the Composition scheme?
Yes, you can opt out of composition scheme by filing Form GST CMP-04.
Additionally, you may also file Form GST ITC-01 with details of Input credit in stock-in-hand within 30 days of filing Form GST CMP-04.

I couldn't find the option on the portal. Maybe you should login and check if the option is available for Composition dealers. Ideally, it should be under the Services menu. If you can't find it, chances are that they haven't enabled it yet. You can try emailing or calling the helpdesk.
