I do aggree with Mr.Valji reply. It can be opened only with TAN registration no while registration tan with NSDL.

Please note the password is not the TAN number. It is the Registration  number allotted by the TIN NSDL while registering the TAN. That will have 12 digits and the same has to be used for opening the zip file.
