Online pan transaction pass/fail

I had applied for online PAN via https://tin.tin.nsdl.com/pan2/servlet/NewPanApp just 3.5 hours before from now. The details have been received and transaction number is given by the nsdl website, but the bank statement shows a debit of 98.41 Rupees. The NSDL site says, it has not received any payment. I had not got any acknowledgement number. My question is 

1. How to submit address and id proof ?

2. Whom to contact for the transaction failure ?
