Mr. A running business having turnover around 7lacs so he doesn't require for compulsory registration.

Now my question is that if he buy old vehicle for business purpose then he has compulsory to pay GST under RCM. And to pay RCM he required to register. So now will he have to pay GST on his turnover 7lacs.
