Mr. A running business having turnover around 7lacs so he doesn't require for compulsory registration.
Now my question is that if he buy old vehicle for business purpose then he has compulsory to pay GST under RCM. And to pay RCM he required to register. So now will he have to pay GST on his turnover 7lacs.

RCM is applicable to registered person. If you are buying from registered party then RCM is applicable to him and not u. So in your case GST has to be paid by the seller and not by You. so no need to take GST registration.

And if both party are URD then no need of GST??

If recipient is registered the it's recipients duty to pay get.
if both party are unregistered then no need to charge GSt and pay
if both party are unregistered then no need to charge GSt and pay
