Is it possible to put 17-18 and 18-19 GST invoice and take itc in 19-20?

For 17-18 you can claim credit in March 19 3B (As per Order no 2/2018 CT)
For 18-19 You can claim ITC till sept 19 or annual return , whichever is earlier (As per Section 16 (4) CGST Act )

For fy 17-18 you can claim before filing march 2019 return.but for fy 18-19 you can claim before filing September month return.
