yes NRO should file ITR and claim return.

Hi,
Agreed with pankaj, NR should file income tax return in india also.
FOr Refund : His total income taxable in india would have to be calculated along with tax payable and if after setting off TDS deducted by bank in India, refund is generated, NR would definately get the refund.
