My doubt is, is this point applies to goods sent for Quality testing also ?

No, the notification is applicable only to those goods which are exported for REPAIR ONLY and Not for sent quality testing.
Yes.
However notification no.94/96 is replaced and refer notification nos.45 or 46 of 2017 for subject case.
