Notice issued by roc for non attachment of directors report

I got a notice from the respective roc regarding non attachment of director’s report in form-23AC, ACA. I have to give a reply within 14 days, so what should I say regarding the non attachment and what the Provisions are as per the companies act in this regard.

Please Suggest.

The reply in this respect can be only that due to clerical mistake the Director Report had not been attached and it was not willing nes of company to not to attach teh director report.
