Notice for Enrolment of CA Final (new) PCC /IPCC /PE2

I have not yet received my pcc marksheet for June,09 exams..do i have to write an application and send by post?? Or to go directly to regional office in delhi?? I mailed to them for my marksheet earlier also but didn't got any reply..
