ITR can be filed if the delay is condoned by your jurisdictional CIT and you can't file condonation petition unless you have refund or loss to be carried forward

You can file itr for FY 2018-19 only. if You forgot to file itr of any earlier years you can not file, you can file itr of earlier years only if you receive notice from income tax department.

No more other options. If You have any refund claim then You can move with Condonation delay request. Otherwise no options in normal provisions...
Note :
Better to pay any payable income tax amount for the said year which not filed by you. it's support in future problems.
