Non tax audit I-T' s - extention of due date

Sir, in recent one of the income tax notification the due date for filing of the non tax audit returns (individuals) are extended up to 30-11-2020, where in it said that “ Payment of self assessment tax in case of tax liability up to Rs.1,00,000” no interest will be charged. Kindly help me out such notification sir.
