Non response to notice u/s 139(9) ay 2018-19

Hi Experts

Please advise the steps to be taken in case where no response to notice 139(9) followed by 2 reminder. Now in response to grievance to CPC, CPC referred the matter to jurisdictional AO. AO is not clear about, but advised for filing condonation for delay to PCCIT. Is it proper to file condonation or may it be anything else.
