Not franking but having a legal stamp (chop) on the paper, like a watermark.
Judicial - meaning Justice
So judicial means having the official watermark while non-judicial meaning no watermark on the paper.
non judicial stamp paper are the ones that are used for making conveyances like sale deed, lease deed etc.
