Yes you can file..., there is no provision exist in the income tax which prohibits filling of ROI of invaliditing of filed ROI for an AY previous to which no ROI was filed....
How ever, the loss pertaining to previous year will not be eligible to claim, because of non filling of ROI...
So you can file ROI for AY 2010-2011........
