Non Delivery of PAN Card

I have applied for PAN card for two of my friends.The PAN card is not delivered. When I verified the Courier website, it states PAN card not delivered because of insufficent address.

  1. I have mailed the courier company but there is no repsonse from them. 
  2. I have also mailed NSDl. They told they will look into the matter.
  3. Raised complaint in the income tax site also.

But there is no communication from all of them.

I heard from some one that if PAN card is not delivered by courier it will be send by speed post. Is it correct

I like to know what i should do next, to get PAN card of my friends.
