No good news for the students doin Articleship

This time i read the October President s message with a hope that there would be some good news for the article  student to double the stipend as it was seen in September s President Message. It was said that we have given this matter for the approval to the Central Government.

But there was no such matter discussed in this October s President Message..

Does it take so long to get an approval ????????
