Can anyone give a rationale or the reason, Why most of the acts are not applicable in Jammu & Kashmir? Why is J&K kept out of purview of various acts?

Bcoz Unfortunately J&K has special status as per Article 370 of our constitution and it has seperate constitution of its own. Hence only limited laws are applicable to it.

the reason i heard is
Jammu and Kashmir is a state under threat from terrorists, so to give relief to the people living in those areas various exemptions are given

Mr. Mohit is right.
One reason that I can tell you is --- Article 370 of our Constitution says that any Act enacted will be enforced in J&K only with the consent of J&K government.
Till now , majority of Acts which has been passed have not received consent from J&K government.. Moreover, J&K is a disputed territory with no efficient control and administration.
