In Form 26Q, while filing a NIL Return what section should be mentioned, as if Section is not mentioned no valid file is created?

Any section which is falling under the provisions of Form-26 i.e TDS on Non-Salaries. preferably quote the section which you have made TDS in previous quarters.

What is the need to file NIL 26Q? It is not compulsory.
