The Union Cabinet on Monday cleared a proposal for setting up the National Investigation Agency.
The NIA, a federal agency, will probe terror cases as well as other organised crimes with inter-state and foreign linkages.
The NIA is expected to invoke harsher provisions than the Prevention of Terrorism Act, which was repealed by the United Progressive Alliance government.
