I will be declaring income under 44AD and 44ADA. Can I use the new tax regime?

Yes, you may opt for new regime. Only restriction as of now is that after opting in, if you decide to opt out in the subsequent years, you'll not be able to opt in again unless you don't have any business/professional income.
