Beginning. The term of new president , Mr amarjit Chopra, begins today. That will be confirmed when his message and pics come in icai.org.
He will have his work cut down straight out from the first day. ICAI has to overcome the guilt of the Satyam scam; and mainly the shielding of tainted auditors; s Gopalkrishan and another bloke by UP agarwal. And friends; you may have read yestersday’s paper about ICAI taking action after several years of GTB scam in 2004. This time too ; s gopalkrishnan has not been booked; let alone punished adequatedly.
And now another scamster T Srinivasan of satyam fame has got bail. They must feel karzdaar to UP Agarwal.
We are human beings and we are article assistants as well. We are really concerned about the issues concerning articleship. First of all; the ban on transfer of articleship within same city. And between cities; they have given set of rigid and limited rules for taking transfer. What about the process of taking transfer? Too cumbersome and unreliable. Even a layman after reading the new rules , will say;”There are lots of circumstances in which students might be forced to take transfer.
Like a Student X is studying PCC and Bcom from Hindu College at Dilli. He has passed TY Bcom and has got admission for M.Com from a more better college in Mumbai. His dad works in a private company at Dilli. Should he let gothe opportunity to brighten up his career. He can get even a better CA firm at Mumbai. For this ; should his father leave his job at Dilli and move to Mumbai. Yaa; he should let go the opportunity.
This is gross violation of a Indian citizen’s human rights to get better opportunity and right to freedom.
Chopra sir; should surely consider that. He can limit number of transfer in same city. And he can make sure that taking transfer should be at least 6 months before exams.
And what about the reduction of articleship. Jabb transfer ban karna thaa; then they didn’t need to take govt. approval. Maybe; they had taken this much time ; then approval aaney se pehle hi; sab transfer leteeyy. What I believe is that icai till now has just been making us a fool. The proposal may have been sent; but they are delaying it such that by the time it has been accepted; every pcc students would have finished articleship. Chopra sir; all pcc students want to ask you to speed up this process.
Also; in this thread; I wanna throw some light about UP agarwal’s famous one liner,” I will set up such a paper and only such students will pass; who have undergone full articleship.” The examples are my friends. And these are true example. Friend A and B are both fultuu dummy articles. At least Friend B is good at academics; unlike A, who is average student. B got very good marks at PCC in first attempt and passed. Friend A passed PCC both groups in first attempt. And the funny thing is that; he got even more marks than 3 guys in our coaching class; who had been expected by our coaching-class to come at ranks. All 3 passed; but they got even lower marks than Friend A.They are full time articles and one of them got 4 months leave. Another of the trio; escaped second attempt by some marks.
This exposes the hypocrisy of UP Agarwal. So; articleship period should be reduced as well. What I feel; if a student wants to get to service sector in field other than Accounting and taxation; then even a 1.5 year of articleship is enough. Even prior to this; there have been many semi-dummy students who have become successful CAs; icai has been insulted not by incompetence of CAs in service but by greed and unethical thinking by some CAs.
What say? Time has come to arise and awake. We should request in huge numbers to new president to take quick steps in the above 2 issues.
