what ITC Rule ??? the amendment act 31, 30 of 2018 was effective from 1/2/2019

Sec 49A and 49B inserted laying criteria towards utilization of ITC which was said to be effective from 1st Feb 2019. But I am asking whether this new criteria is currently implemented or not in GSTR 3B?
