The last date for registering to CA-IPCC is 1st of March/september respectively for Nov/May attempt.
so, if u get results before 1st of september then you can directly register, if not you can go for provisional registartion as per below link

Not only that, you need not wait till Nov 14 attempt, u can give attempt in May 2014 if u register before september 1st
