I use to develop custom software under a proprietorship Firm ..and turnover is below 40L ..so as per Today's news i get exemption from GST payment?

All the recommendations of the meeting will be effective from 01.04.2019, so wait for final notification/s.

No .... it's recommendation only , effective only when Notify by council by issuing Notification
