PLEASE CAN ANYONE TELL ME THAT "LCS" GOT ALL POWERS & AUTHORITY TO SIGN...

 

& IS IT HAVE A LEGAL VALIDITY........?

 

OR TRAINING MUST B DONE FOR AUTHORISATION.........?

No rahul LCS dont have any power, authority or legal validity.  You will have to complete your training and get membership of institute to practice as CS or being employed as CS.

 Annual fee has been raised from Rs. 200 to Rs. 1000/-

but cant we get exemption on the ground that we did training for ca? n wht abt the computer course? no exemption from that on grounds of itt in ca?

ICSI grants exemption from training on the basis of experience in corporate secreterial, legal field.  It also grants exemption to a CA/CWA on fulfillment of certain conditions (i dont know exact details), but i dont think they will give you any exemption on basis of ca articleship.
