Mvat registration

I Had a MVAT registration number which i surrendered few years back..Meanwhile i kept constructing a building for my business use.......For which i paid VAT on cements and other items........Now how can i claim refund of VAT paid....Can i claim refund for all those previous years before registration ??????????????
